Qualifying Small Enterprise Affidavits

If your business has an annual turnover between R10 million and R50 million, it is classified as a Qualifying Small Enterprise (QSE) under the BBBEE Codes of Good Practice.

Normally, QSEs must be verified using a sector-specific BBBEE scorecard, but there’s a faster route if you meet the ownership requirements:
  • 51% to 99% black ownership = BBBEE Level 2 recognition.
  • 100% black ownership = BBBEE Level 1 recognition.
In these cases, you can skip the full verification audit by submitting a sworn BBBEE QSE Affidavit to confirm your ownership structure and claim your level.
Your BBBEE QSE affidavit is accepted by government departments, state-owned entities, and corporate procurement systems as official proof of your BBBEE status.
